Forestry Programme Liberia
Liberia aims to start exporting timber licensed as legal by 2014. Before this starts Liberia will need to have established a credible Legality Assurance System (LAS). The LAS inter alia verifies that operators comply with the legality definition and tracks legally-produced timber from point of harvest to export, where the Government will issue a license for each shipment. To meet its obligations, the Liberian Government intends to establish a “Liberia Verification Department” (LVD) as a new department within its Forestry Development Authority (FDA). DFID will provide funding for the establishment of the LVD, building its capacity and developing the systems necessary for its operations. IPA’s role is to procure the goods and equipment to enable the local implementers of the DFID funding to carry out the capacity building activities and develop systems necessary for verification.
