Our staff have been taught what the GDP guidelines say, what they need to look for in terms of packaging, storage, rules of conduct, inspection of goods, how to handle damaged goods and how goods need to be processed during transport and storage.
On top of this, they have also learned about conditioned goods, and how to handle goods that must be treated according to the GDP guidelines during transportation.

Onze supply chain coördinators hebben hun handen vol. Ze zijn bezig met het versturen van medische goederen, onderzoeken wat de beste kunstbenen zijn of zijn op zoek naar leveranciers van drones in opdracht van onze klanten. Jouw doel is om de praktische zaken uit handen te nemen! Je stelt verkoopfacturen op, verzamelt beleidsdocumenten voor compliance en verricht onderzoek naar alles wat jouw collega’s nodig hebben om hun projecten succesvol uit te voeren. Dat maakt jouw werk afwisselend en interessant! 75% van je taken bestaat uit projectondersteuning. De andere 25% van je werktijd ben je bezig met kantoorondersteuning. Op deze verantwoordelijkheden kun je rekenen:

• informatie opvragen bij leveranciers.
• bijhouden van de orderadministratie.
• gasten ontvangen op ons kantoor in Naarden en de telefoon opnemen.
• de website en sociale media bijhouden en softwarelicenties bijhouden.
• inventaris voor op kantoor bestellen, zoals koffie en cartridges.

IPA is providing professional procurement experience in the broadest sense of the word; from assessment of needs and writing of specifications to sourcing, tendering, buying, packing and shipping the widest variety of goods to recipients in all parts of the developing world. IPA has been involved in procurement assessments and audits, acted as supply chain managers and managing essential projects in a local, regional and international environment.

Over the past 40 years IPA has responded to earthquakes, flooding, tsunamis, conflict disasters and pandemics. We are proud to have been part of the emergency response and rebuilding after the 2001 earthquake in India (Gujarat), the Tsunami in the Indian Ocean in 2004, the earthquake in Haiti in 2010, typhoon Haiyan in the Philippines in 2013, the Ebola outbreak in 2014 in West-Africa and most recently the Covid-19 Pandemic. We are flexible, we are agile and we rise to the occasion every single time.

During these challenging times are services continue as ‘normal’, during all these emergencies we have continued our work as a procurement service provider. We are supporting the Health System in South Sudan for the last 7 consecutive years and have been of service to many NGO’s and Government organisations. We even have set up a pre-positioning project in East-Africa, in cooperation with one of the leading INGO’s, to be able to respond immediately to regional disasters. Already since 2009 IPA has had a regional office in Uganda and since 2012 we have a local presence in Juba, South Sudan. Our offices in East-Africa serve many clients, sometimes independently and sometimes in close cooperation with our head office in The Netherlands.

This past few months have been extremely challenging with regards to the Covid-19 Pandemic. So much work to be done while being subject to lockdowns and other kind of restrictions. Only in the past few weeks we’ve been slowly getting back to the office and be physically in the same room. We’ve however managed to stay in close contact as a team and have worked in our usual flexible manners to get the work done.
With a team of highly motivated professionals we look forward to the next 40 years and more of IPA! We will celebrate this special occasion in style with the team respecting the current Covid-19 restriction but trust (and hope) being able to celebrate our 50th anniversary ‘old school’ extravaganza!

The instruments and consumables that allow technicians to effectively identify bacteria, conduct antimicrobial susceptibility testing and culture patient samples can cost upwards of £100,000 and are manufactured by only a few specialist companies globally. Additionally, many of the instruments and consumables have a short shelf-life, are delicate, sensitive to transport and can require a cold chain.

These factors, often coupled with limited infrastructure in receiving countries and challenging import taxes and restrictions, further complicate the delivery of critical equipment.

As a result, the Fleming Fund asked IPA to deliver a report, analysing logistical and procurement challenges and delivering recommendations for improved efficiency and transport times.

The report includes a country by country analysis of the challenges and constraints to delivery of laboratory equipment across Asia and Africa.

Findings from the report noted that “centralised procurement” (through the Management Agent and IPA) of specialised instruments reduced costs and saved time, but that overall political stability and civil service maturity were critical to facilitating quick the import of items.

Recommendations to improve delivery and transport included:

1. Deciding early if tax exemptions are needed. Import levies on goods are common across the world and while donated goods are usually exempt from import taxes, obtaining exemptions can be time-consuming and potentially problematic. Import duties do support local economies and infrastructure, so claiming the money back can be counterproductive to development aims. IPA recommends deciding on whether import tax exemptions will be needed early on and then partnering with exempted local organisations to facilitate a quick customs release, where needed.
2. Using local partners. Selecting local partners with medical procurement expertise and familiarity with national procurement processes is important. Local partners are critical to obtaining necessary import licenses which is usually one of the main reasons for supply chain delays. Strengthening local supply chains is an important component of longer-term sustainability.
3. Support countries to develop planning & forecasting systems. Many countries operate with “output led” procurement systems, meaning items are ordered as needed with limited forecasting/future planning involved. For laboratory stock systems and equipment deliveries to function effectively, many government logistics specialists need more training on planning and procurement methods. Additionally, countries should be encouraged to develop framework agreements, meaning specific suppliers are “pre-qualified” by the government. Framework agreements save time and reduce lengthy tender processes.
